Ms. Maryam is a seasoned healthcare professional with 18+ years of experience in clinical care, hospital management, & public health. She currently serves as Promoter of GRAO & was appointed Director of Health in 2026 by the Board of Directors through a formal resolution. Senator Syed Muhammad Pir Sabir Shah

Board Member-GRAO

Senator Syed Muhammad Pir Sabir Shah, widely & respectfully known as Pir Sabir Shah, is among the most senior & experienced political figures from Khyber Pakhtunkhwa, Pakistan. His career reflects decades of service across provincial, federal, & legislative roles. As an Advisory Board Member of GRAO, he now channels that experience toward strengthening governance, access to justice, and community resilience. His role is to provide strategic insight, credibility, & guidance that helps GRAO remain effective, principled, & deeply connected to the realities of Khyber Pakhtunkhwa.

Arbab Zahid Khan

Mr. Arbab Zahid Khan is a retired military officer & a dedicated social activist. He currently serves as the President of the Islamabad Golf Club. He brings extensive leadership, discipline, & community engagement experience to GRAO. As a member of the Board of Advisory, he provides strategic guidance , & supports the organization’s outreach ,& advocacy efforts across Pakistan. From the Army to civil society, from the barracks to the Boardroom, his career is defined by one continuous thread: service to Pakistan. At GRAO, that service now takes the form of strategic advice, institutional credibility,& active support for outreach and advocacy.

Barrister Said Hassan Khan

A Legacy of Justice, Mediation, & Public Service Barrister Said Hassan Khan stands as one of Khyber Pakhtunkhwa’s most respected voices for peace, rule of law,& community-led justice. A retired Division Officer from the historic district of Lower Dir, Barrister Khan has devoted his career to bridging the gap between formal legal institutions , & the lived realities of local communities. Early Life & Legal Foundation Rooted in the culturally rich ,& mountainous region of Lower Dir, Barrister Khan developed an early understanding of how disputes, when left unresolved, can fracture entire communities. After completing his legal education & qualifying as a Barrister, he chose a path that combined statutory knowledge with traditional wisdom. This dual foundation would later define his most impactful work.

Ch. Mohammad Sarwar

Board Member, GRAO

Ch. Mohammad Sarwar is a distinguished Pakistani-British statesman with a long record of public service in both the United Kingdom & Pakistan. He served as the 31st & 33rd Governor of Punjab, from 2013 to 2015 & again from 2018 to 2022. During his first term, he represented the Pakistan Muslim League (N), & during his second term, he represented the Pakistan Tehreek-e-Insaf. He was also a member of the Senate of Pakistan from March to September 2018. In the United Kingdom, Mr. Sarwar was a Member of Parliament for Glasgow Central from 1997 to 2010. He was the first Muslim to be elected to the UK Parliament & served on the Scottish Affairs Select Committee. His son, Anas Sarwar, currently leads the Scottish Labour Party.

Iftikhar Khan Mohmand

Mr.Iftikhar Khan Mohmand is a former Provincial Minister for Food, Physical Planning, Education, & Finance in the Khyber Pakhtunkhwa government. He is a U.S. citizen & a dedicated social activist. He brings extensive experience in human rights advocacy & the implementation of the Sustainable Development Goals.(SDGs) As a Board Member of GRAO, He provides strategic guidance on policy, governance, & rights-based programming to advance the organization’s mission. His career shows how public service, activism, & international development expertise can come together to strengthen institutions and improve lives. For GRAO, he is both a guide & a bridge: a guide to better governance & rights-based practice, & a bridge between Khyber Pakhtunkhwa, the Pakistani diaspora, & the global development community.

Mr. Mujeeb ur Rahman

Mr. Mujeeb ur Rahman is a distinguished legal practitioner & an accomplished businessman based in Peshawar,Khyber Pakhtunkhwa. With deep roots in the community & a career spanning law, enterprise, & public service, he brings a rare combination of strategic acumen, ethical leadership, & civic commitment to the Board of GRAO. Legal & Business Expertise Trained as a lawyer, Mr. Rahman possesses a strong foundation in constitutional, civil, & corporate law.his legal practice in Peshawar is recognized for its integrity, professionalism, & focus on community welfare. Alongside his legal career, he has built a successful business portfolio, demonstrating sound management, financial stewardship, & a long-term vision for sustainable growth. This dual expertise enables him to provide GRAO with both legal oversight & practical guidance on governance, compliance, & organizational sustainability.

Nawabzada Azhar Sultan Khan

Board Member, GRAO

Nawabzada Azhar Sultan Khan hails from Lower Dir. Born into the Royal Family and counted among the grandsons of the Nawabs of Dir, he has chosen a path of non-political welfare work. As an Advisory Board Member of GRAO, he contributes strategic guidance, community trust, & a personal annual donation of USD 12,000. His leadership style is quiet but consequential. He demonstrates that influence is most powerful when it is used to create access, stability, & opportunity for others. In a region that values both tradition & progress, he stands as a link between the two. Through his partnership with GRAO, he is helping build institutions that can deliver justice, governance, and resilience to the communities that need them most, not just for one year, but for years to come.

Raja Nazim ul Amin

Raja Nazim ul Amin belongs to the royal family of Gilgit-Baltistan. He currently serves as the Vice Chairman of the Board of Investment, Gilgit-Baltistan, for SPEC & is also a Director at GOLD ROOF (Pvt) Ltd. A respected social activist & philanthropist, he actively contributes as a donor to numerous community welfare initiatives across the region. As a Board Member of GRAO, he brings valuable expertise in investment, governance, & community development to support the organization mission. His career shows how heritage, business acumen, & philanthropy can be combined for public good. For GRAO, he is a link to Gilgit-Baltistan’s people, a guide to investment & governance, & a champion for community development in one of Pakistan’s most important & challenging regions.

Mr.Luqman Said is a results-driven finance & administration leader with 11+ years of experience in the development & humanitarian sector. He currently serves as GRAO Country Admin, Finance, & Executive Officer, where he integrates financial integrity, operational compliance, & executive support to ensure the organization delivers transparently & efficiently. Mr. Said holds a Master of Business Administration – MBA Finance from NUST Islamabad & is a qualified Associate Chartered Accountant – ACA. His credentials are backed by international recognition, including awards & acknowledgments from the World Bank & UNDP for excellence in financial management & donor compliance.

Aisha Mahmood Butt

Director of Digital Inclusion & Technology

Ms. Aisha Mahmood Butt leads GRAO’s Digital Inclusion & Technology portfolio. She is a pioneering technologist, capacity-building expert, and recruitment solutions leader with 12+ years at the intersection of academia and the IT industry. Recognized as one of Pakistan’s first women to break barriers in tech leadership, Ms. Aisha is dedicated to empowering women and youth for jobs in emerging technologies.

Mr. Ali Khan Utmankhel

Deputy Chief Executive Officer & Director General of Climate Change & Environmental Protection

Mr. Ali Khan Utmankhel is a dedicated, empathetic, & forward-thinking social development professional. Curious, sensitive, & solution-oriented, he is known for resolving conflicts & building strong, positive community relationships. As Deputy CEO & Director General of Climate Change & Environmental Protection at the Global Rehabilitation Assistance Organization GRAO. With extensive experience in development, humanitarian assistance, and climate policy, he leads projects in education, clean water, women empowerment, & youth initiatives. A PRCS volunteer since 2008 he has been recognized by UNEP, UNDP, UNICEF, UNHCR, and ICRC for his work on climate action and environmental protection. He holds Masters degrees in English Literature and Journalism.

Afshan Javed

Country Operations Director,Global Rehabilitation Assistance Organization

Professional Overview: 15+ Years in Education, Development & Operations Leadership Ms. Afshan Javed is a results-driven development professional & operations leader with 15+ years of progressive experience in education reform, teacher training, institutional capacity building, women’s empowerment, and project management across Pakistan. Currently serving as Country Operations Director at GRAO, she brings a strong blend of strategic planning, program implementation, stakeholder coordination, and technology-enabled education expertise. Her career reflects a consistent commitment to quality education, community empowerment, & sustainable development. She has worked with leading international organizations including Intel Education Initiative Pakistan, UNFPA, SRSP, PPAF, Ujala Education Foundation, & Women Welfare Organization Poonch WWOP, as well as the private sector. Ms. Javed is recognized for her ability to design and manage large-scale projects, build institutional capacity, and translate policy into practical, community-level impact.

Fozia Nausheen

Country Director | Global Rehabilitation Assistance Organization

Ms. Fozia Nausheen currently leads GRAO as Country Director. She is a professional trainer & entrepreneur with 15+ years of experience in development sector training, education, and women’s economic empowerment. A UN-certified leader, Ms. Fozia completed a World Bank and UN Joint Scholarship Program in Korea focused on developing youth startups and entrepreneurship ecosystems. She is a passionate ambassador for women’s entrepreneurship and economic inclusion in Pakistan.

Sazin Aliza

Assistant Director of Administration

Ms. Sazin Aliza is an experienced administration & operations professional with 12 years of experience in the development & humanitarian sector. As GRAO’s Assistant Director of Administration, she ensures the organization’s head office & field operations run smoothly, compliantly, & efficiently. She has worked with (NRSP, HANDS, & UNFPA) where she managed critical administrative functions including office management, logistics coordination, & policy implementation during emergency responses such as (flood relief in Sindh). Her expertise lies in streamlining processes, maintaining donor compliance, & providing seamless support to program & finance teams. Ms. Aliza specializes in HR administration, procurement procedures, asset management, & travel/logistics for field teams working in remote & climate-affected areas. She holds a BBA in Administration

Tahira Yasmeen

M&E Officer

Ms.Tahira Yasmeen is a committed development professional with 12+ years of experience in monitoring, evaluation, & program implementation in climate-vulnerable areas of Pakistan. At GRAO, She plays a key role in ensuring projects are delivered on time, on budget,& with measurable impact for communities. She has worked with WFP, FAO, GRAO, where She led M&E activities for WASH & Food Security projects in KP & Balochistan Her responsibilities include field data collection, Kobo,DHIS2,reporting, beneficiary verification,& preparing donor compliance reports. Ms,Yasmeen specializes in results-based monitoring, community engagement, & quality assurance for projects in remote & flood-affected districts. She is proficient in Kobo Toolbox, SPSS, State, & MS Excel & holds an MSc in Social Sciences.

Aqela Sumbal

M&E Officer / SDG Focal Person

Ms. Aqela Sumbal is a committed social and political activist with extensive experience in public service & development. She has served as a Member of the Provincial Assembly (MPA) in Khyber Pakhtunkhwa and previously worked with the SDGs Unit/Secretariat of the KP Assembly. Earlier in her career, she managed & implemented development projects with various NGOs across multiple districts in Khyber Pakhtunkhwa, Azad Jammu & Kashmir, & the Islamabad Capital Territory. She also served as a member of the Dispute Resolution Council (DRC) in City Mardan, where she focused on resolving cases involving girls & women. In addition, Ms. Sumbal is a former President of the Women Chamber of Commerce in Mardan.

Irfan Ullah

Gender Specialist

Mr. Irfan Ullah is a dedicated Gender Specialist with 9 years of experience in promoting gender equality, women’s empowerment, & social inclusion across Pakistan’s most vulnerable communities. At GRAO, he leads the organization gender mainstreaming agenda, 33 34 ensuring that all WASH, health, education, & climate projects are inclusive, safe, & responsive to the needs of women, girls, & marginalized groups. He has worked with UN Woman Aurat Foundation, & PRCS-KP, where he designed & implemented programs on (GBV Prevention in KP, Women’s Economic Empowerment, & Gender Mainstreaming for field teams). His work includes conducting Gender Analysis, developing safeguarding policies, and delivering ToT training to staff & community partners. Mr.Ullah specializes in community mobilization, behavior change communication, & ethical engagement with women in conservative contexts. He is skilled in qualitative research, FGD facilitation, & policy advocacy with government departments.

Ikhtasham Khan

Head of Human Resources

Mr. Ikhtasham Khan is a strategic HR leader with 6 years of experience in building high- performance teams for humanitarian & development organizations in Pakistan. As GRAO’s Head of Human Resources, he oversees recruitment; staff welfare, performance management, & policy compliance across all head office & field locations. He has worked with, PRCS Mercy Corps,, where he led large-scale recruitment drives, onboarding over [200+] staff for emergency flood & climate projects. His expertise includes developing HR manuals, Code of Conduct, Safeguarding policies, PSEA, & ensuring full compliance with donor & labor laws. Mr. Khan specializes in organizational development, capacity building, grievance handling, & creating inclusive workplaces, especially for women & persons with disabilities. He is holds an in Human Resource Management / MS HRM

Nageen Sha

Volunteer Coordinator

Ms. Nageen Sha is a passionate social activist & dedicated Volunteer Coordinator at GRAO. With extensive experience working alongside multiple organizations, she has led community- 34 35 driven initiatives across several critical areas, including children’s education, healthcare, clean water, environmental protection, climate change, and digital literacy. She is highly skilled in mobilizing & managing volunteer teams, especially during emergency response operations. Her expertise stands out in flood & earthquake disaster situations, where she has successfully coordinated volunteers to deliver rapid, on-ground support to affected communities.

Abrar Hussain

Security Manager

A highly disciplined and experienced Security Manager with extensive field operations background in high-risk environments. Known for commitment, integrity, and mission- focused execution. Mr. Ibrar has proven expertise in VVIP Protection, Risk Assessment, Crisis Response, and Security Coordination. He is a certified professional in commando, airborne, counter-terrorism, and combat casualty care operations, with strong skills in security driving and small arms handling.
